CESAR CASIANO FLORES RESEARCH
Welcome to my Research page. My passion lies in governance research, specifically in the context of environmental and digital transitions in our cities. At the moment, I am working in four exciting projects: Two Horizon Europe, “Governance Innovations for a Transition to Sustainable and Equitable Water Use in Europe” (GOVAQUA) and “Urban Data Spaces for Green Deal” (USAGE), the Horizon 2020, “Towards a Sustainable Open Data Ecosystem” (ODECO), and the project “Breaking Silos: Can the EU’s mission approach for climate-neutral cities accelerate energy transitions?” Each of these projects is a window into the future of our cities, providing innovative solutions to pressing challenges.
I possess extensive experience and a vast international network. I have successfully led and collaborated on numerous projects, such as:
- Funded by CONACYT and KU Leuven, “Assessing the water governance conditions for leapfrogging: The case of middle-sized cities adapting to climate change: Mexico, The Netherlands and Belgium”
- The H2020 projects “Geospatial technology innovations for land tenure security in East-Africa” (Ethiopia, Kenya, Rwanda) -its4land, and “Inclusive Governance Models and ICT Tools for Integrated Public Service Co-Creation and Provision” (Greece, Italy, Croatia, Belgium, Austria and Malta) -inGOV.
- The Interreg project “Terra Mosana: Sustainable Digital Heritage, an Interreg Euregio Meuse-Rhine Project” (Belgium, Germany and The Netherlands), and the ERA-NET project “Policies for inclusive autonomous mobility solutions for cities” (Austria, Belgium and Sweden).
- My experiences also include collaborating with the European Commission on “Leveraging the power of location information and technologies to improve Public Services at Local Level Case Study Analysis” (ELISE), the “Proposal for a European Interoperability Framework for Smart Cities and Communities” (EIF4SCC) and “European Interoperability Framework for Interoperability Skills and Competences in the Public Sector” (EFISC) . These experiences have enriched my understanding of urban dynamics and governance.
My contributions to the governance field have been recognised, and my citations have been raising on Google Scholar in the last years. On ResearchGate (RG), my research interest scores higher than 85% of RG members, underlining my commitment to advancing knowledge. I have authored around 30 articles, several project reports, book chapters, and co-editing a book on International Rainwater Catchment Systems Experiences: Towards water security.
Based on my research experience, I have come to realise that subnational governments play a crucial role in coordinating water and climate adaptation policies. They do so by supporting small and medium size cities in their climate adaptation efforts. In the coming years, I intend to uncover the essential factors that contribute to this coordination and collaboration. My objective is to bridge the gap between public administration and urban governance research, which is much needed to address climate change challenges. Stay tuned for more updates!
